Printed on light pink wove paper. Lithographed dark orange counters and end panels. Oval vignette frame of a duck in the water, flanked by '25' counters. Obligation 'at the Government Store in Harper, Maryland in Liberia, Africa in payment for goods.' Kelly/Shank/Gordon 5.119.3; Rarity 6. Unissued and falsely signed in both positions. To our knowledge, this denomination only comes fully unissued as shown in the Kelly/Shank/Gordon plate note on page 240 of their reference work. Very Fine or better. Very crisp, but a few folds. Wide bottom and side margins. Rarer than the 5 Cents note in our opinion.
