The badge is comprised of 28 openwork rays around an oval center presenting a half-length uniformed bust of the Liberator, the outer blue-enamel outer band inscribed SIMON BOLIVAR. Rev. This is the highest decoration of Venezuela, founded March 11, 1854 to recognize both military and civil merit, and is also known as the Order of the Bust of Bolivar.
